Originally named Cats Rule when started by Ruthie Ann Miller in Fallbrook, CA back in 2000, the company has gone through several iterations as it has grown, and in 2019 officially became Time to Roar. The one constant during all that time is Ruthie herself, who continues to steer the ship.

A History of Innovation
Coastal Pet Products has been an innovator in quality pet products since the company began over 50 years ago. Founded by two brothers, Jim and Tom Stout, in 1974, Coastal first introduced double-ply nylon web that set the standard for the industry, followed quickly in 1977 by the development of a curved buckle design that is now commonplace. They believed that design was more comfortable for the dog (as it fit the curve of their neck) and also stronger/safer, so they specifically did not patent the design because they wanted it to become the standard for all.
Today, Coastal is run by Jim’s daughter, Kim Stout. She oversees an operation that includes a 400,000 square foot facility in Alliance, Ohio which produces most of the collars, leashes and harnesses that pet owners have trusted for more than half of a century.
Over the years, Coastal has continued to design in-house proprietary machines to best suit their unique manufacturing processes. Being at the cutting edge in automation enables Coastal to quickly and efficiently craft high-quality products-especially in nylon and leather. Additionally, Coastal’s in-house testing laboratory allows frequent evaluation of all products, to maintain the highest level of quality and workmanship.
