As all cat-lovers know, kitties are FUN. So, why shouldn’t caring for those adored feline family members be fun, too? That’s the question—and the answer—behind Time to Roar’s company philosophy: Creating completely unique and innovative items for cats (and their people) that are FUN.
Originally named Cats Rule when started by Ruthie Ann Miller in Fallbrook, CA back in 2000, the company has gone through several iterations as it has grown, and in 2019 officially became Time to Roar. The one constant during all that time is Ruthie herself, who continues to steer the ship.

A Natural Partnership, Forged by Mutual Respect
Time to Roar (back when they were known as Cats Rule) initially caught the eye of category managers at Mud Bay by being the first to create a ribbed foam litter mat. Additionally, Time to Roar’s cat toys are made with a proprietary Catnip blend and 100-proof silvervine. The ongoing desire to find and make cat-centric solutions has created a natural, long-lasting partnership.
As such, when Time to Roar began to have the capability to print their own fabrics for cat toys, we decided to work together on some Mud Bay Brands projects. Those years of trust helped expand our partnership, adding more products both from Time to Roar and to Mud Bay Brands. Every order for Mud Bay is made fresh when placed, ensuring the highest freshness and potency of the catnip/silvervine.
A Shared Commitment to Doing What’s Right
Because Time to Roar is so focused on creating “people-grade” quality products for cats, their products are not typically found in chain stores. Instead, they prefer to partner with pet specialty retailers that share Time to Roar’s commitment to the health, happiness and welfare of cats (like Mud Bay!).
Beyond that, Time to Roar shows its commitment to sustainability in other ways that align with Mud Bay. For example, they are a 100% solar facility (workshop, office, warehouse). Also, they minimize any use of plastic in products or packaging. And, as part of giving back, Time to Roar actively supports the shelter and foster communities by fundraising.
Always innovative, in 2022 Time to Roar created, made and sold a specialty set of blue and yellow kicker toys to raise money for Ukraine, and ended up contributing the funds to a non-profit feeding people there.
Mud Bay’s long association with Time to Roar may pre-date their current name, but the ongoing and steady commitment to make the best items for cats has remained constant over more than a decade.
